			<content:encoded><![CDATA[<p> The teenager accused of the spectacular rope-rappel heist of a celebrity chefs Lamborghini grew up in swanky Tiburon, made at least one enemy at the high school in Larkspur he attended and apparently thought he could get away with murder. </p>
<p> It was a ninja-style drive-by shooting in Mill Valley that eventually got him busted but, the victims family says, his life of intrigue came tumbling down over a girl.</p>
<p>The suspect, identified as Max Wade, 17, of San Rafael, was charged as an adult Tuesday in Marin County Superior Court with attempted murder, burglary and other related crimes.</p>
<p> He allegedly stole a $200,000 Lamborghini Gallardo Spyder owned by celebrity chef Guy Fieri during the heist at a Van Ness Avenue dealership last year.</p>
<p> The bright-yellow car was discovered inside a Richmond storage locker Saturday by Marin County sheriffs officers investigating an April 13 incident in which a motorcyclist wearing all black shot into a couples car in Mill Valley. The motorcycle and other items linking Wade to the shooting were also found, investigators said.</p>
<p> The dark, curly-haired Wade appeared calm as he was ushered into the courtroom wearing an orange jail-issue top and blue pants. He was charged with seven felony counts, including two counts of attempted murder, shooting at an occupied motor vehicle, burglary, auto theft and receiving stolen property.</p>
<p>Bail set at $2 million</p>
<p>Judge Paul Haakenson set bail at $2 million and ordered Wade to return to court May 10, when he is expected to enter a plea. He also issued a restraining order against Wade that requires him to stay at least 100 yards away from Landon Wahlstrom, the former classmate he allegedly tried to shoot in the Mill Valley incident.</p>
<p>Hes only 17, so he is still a child, said Wades lawyer, Charles Dresow, who declined to comment on the specific allegations until he has a chance to review the case files. He is entitled to the presumption of innocence.</p>
<p>Grew up in Tiburon</p>
<p>Wade grew up in wealthy Tiburon, according to several sources, attended Redwood High School in Larkspur and was living in San Rafael when he was arrested.</p>
<p> The burglary charge is for the spectacular heist March 8, 2011, at British Motors on Van Ness, in which the thief is believed to have broken in through the roof in the middle of the night, swooped down to the showroom floor on a rope and made off with the Lamborghini. </p>
<p>Wade is also accused of being the gunman who fired five shots at Wahlstrom, 18, and his female friend, a senior at Terra Linda High School in San Rafael, as they sat in Wahlstroms pickup truck in front of his home in Mill Valley. The girl is not being identified because she is under 18.</p>
<p> The victims were cut by flying glass but were otherwise uninjured.</p>
<p>It was over a girl</p>
<p> Wahlstrom declined to comment, but his uncle, Randy Wahlstrom, said his nephew and the suspect had both attended Redwood High and liked the same girl. Wade threatened to call a hit on the younger Wahlstrom for reputedly writing unflattering comments about him on Facebook relating to the girl, according to the uncle.</p>
<p>When Wahlstrom didnt back down, the uncle said, Wade snapped and ambushed the couple after they walked out of the Wahlstroms Mill Valley house that morning and got into the pickup truck.</p>
<p> Barry Borden, the chief deputy district attorney in Marin, said the attempted murder counts include an additional allegation that the crimes were committed willfully, deliberately and with premeditation, allowing prosecutors to charge Wade as an adult. Several other enhancements were included. </p>
<p>If convicted, Wade could face 15 years to life in prison for each of the attempted murder counts, Borden said.</p>
<p> Before it was recovered, Fieris car, which sports the license plate GUYTORO, was last seen on surveillance video driving across the Golden Gate Bridge and rumbling into Tiburon.</p>
<p>Fieri, a Santa Rosa resident who stars on several Food Network shows and the NBC game show Minute to Win It, thanked authorities for recovering his sports car, which can hit 190 mph.</p>

<p>Fahey rejected the BOAs claims that WADAs code needs reform following the ruling by the Court of Arbitration for Sport to overturn the lifetime sanction.</p>
<p>While he expects to see WADAs current review result in an increase from the basic two-year ban for a first offense, Fahey said the BOAs proposed four-year ban to cover the following Olympics was unlikely to stand up in court.</p>
<p>They can be challenged in human rights courts and if theyre seen to be disproportionate, then theyre likely to be thrown out, the former Australian politician said. And the view was that if you go to four years, youll have the courts throw it all out and itll be a waste of time.</p>
<p>CAS ruled on Monday that the BOA bylaw was invalid and contravened WADAs global code. CAS said the lifetime ban represented an extra sanction for the same offense.</p>
<p>The ruling cleared the way for British sprinter Dwain Chambers and cyclist David Millar, who both served two-year doping bans, to be eligible for the London Olympics.</p>
<p>BOA chairman Colin Moynihan, who has feuded with WADA for months, call the CAS ruling a hollow victory for the doping body.</p>
<p>Fahey said he hasnt heard from any other organization supporting Moynihans claim that WADA is making it difficult for sports bodies to be tough on drug cheats.</p>
<p>If theres a belief from the worlds athletes, officials and governments that penalties arent tough enough, lets hear them, he said.</p>
<p>WADAs athletes committee is yet to express any opposition to the CAS ruling against the BOA bans, and Fahey said he hasnt seen any submissions to the WADA review that are critical of its sanctions. A revised WADA code will be submitted for ratification in September 2013.</p>
<p>Fahey said the current code was agreed to in 2007 by athletes, sporting bodies and governments, including the BOA which offered no objection at the time.</p>
<p>I hope all this grandstanding thats been going on about how were not tough enough leads to the BOA at least putting some constructive comments together in this review, he said. They had the same chance to do that before the 2007 review, they made no submissions.</p>
<p>Its all very fine to say were not tough enough, how come they didnt say that a few years ago?</p>
<p>Fahey said the BOA wasted a hell of a lot of WADAs time and money by pursuing the matter in CAS.</p>
<p>Fahey said a four-year ban to cover an Olympics would be inconsistent with hundreds of other non-Olympic sports that are part of the WADA code.</p>
<p>Youve got to remember thats applicable to 27 summer Olympic sports, what about the hundreds of other sports that are signed up to the code? he said. We cant have one rule for Olympic sports and another for all the other sports.</p>

			<content:encoded><![CDATA[<p>HARRISBURG, Pa. &#8212 A proposal to cut business taxes and address the so-called Delaware loophole that opponents say permits corporations to avoid state taxes neared a final vote in the Pennsylvania House of Representatives on Tuesday as supporters defeated a series of Democratic-sponsored amendments.</p>
<p>The bill would reduce the corporate net income tax rate from 10 percent to 7 percent over six years, and make other business-friendly tax changes. Democrats said it would cost hundreds of millions of dollars annually, a prediction the prime sponsor disputed.</p>
<p>We actually believe there will be a net gain in revenue in the long-run, as opposed to a loss, said Rep. Dave Reed of Indiana, chairman of the Republican Policy Committee.</p>
<p>Democrats failed in seeking changes to the bill that would have included unitary combined reporting for businesses, which Rep. Phyllis Mundy, D-Luzerne, called the most comprehensive approach to closing the Delaware loophole and many other loopholes.</p>
<p>Mundy said the Reed-sponsored bill would cost the state $2.7 billion over eight years, a figure Reed said had been brought out of thin air.</p>
<p>Legislative staff was expected to produce a fiscal note &#8212 the way rank-and-file lawmakers usually measure the financial impact of bill &#8212 before a final House vote on passage, which could occur as early as Wednesday.</p>
<p>The House defeated a proposal by Rep. Mike Sturla, D-Lancaster, that would have frozen the corporate net income tax rate at 8.5 percent unless the total revenue from the tax continued to increase.</p>
<p>If you want to roll the dice and hope that two years from now, or three years from now, you arent another couple hundred million dollars in the hole, then go ahead and reject the amendment, Sturla told members. They did, with a 68-124 vote.</p>
<p>The bill also would phase out over nine years a cap on a business tax deduction known as the net operating loss carry forward, which Democrats said would eventually cost the state about $155 million in revenue. It lets corporations deduct losses from one year from profits in later years.</p>
